2062-62 Offseason Rule/Settings Tweaks
Announcement: Rules Changes for 2063
After listening to considerable feedback from the BBA public, the Governing Board announces the following changes to our rules and settings effective immediately:
1) Cash transactions will not be allowed if a team does not have enough cash to spend.
2) Trades will be limited to 5 players per side - Trades with more than 5-Players per side will be reviewed for approval by the proper GB member on a case-by-case basis, but we will have zero tolerance on submitting multiple trades at one time to get around this limitation.
3) Salary Retention – A team can only carry no more than 5 players on retained salaries.
4) Stadium Fees will be reduced by 50% for one season. This is an interim action as the Board pursues further improvements as listed below.
5) Development Budget Baseline is reduced to $2.5M as a 1-year trial to be revisited in 2064. This will reduce the cost of the Dev Budget from $2.5M-$15M down to $1.25M-$7M in 2063.
6) Ticket prices may not be changed in the postseason. (The game already increases them)
7) Market Sizes have been, once again, standardized. There is no way to lock them, and since they can travel, we have to occasionally reset them. This has been done again, which puts all teams on a basis of gaining revenue via winning vs. the random luck of market size fluctuation
8) Internally, the Player Salary settings have been adjusted so that better players will ask for a little more money. This is a 1-year trial to be revisited after free agency to determine if other tweaks are desired in 2064.
The Constitution will be adjusted to reflect the rule changes.
Further Studies
In addition, we want to acknowledge there are several issues that are complicated enough that we are still reviewing. The Board will be actively investigating the following situations to determine if further change is required.
1) Bonus Funds/Stadium Fees – In addition to the short-term relief, the Board will spend time studying structural changes we consider valuable with potential proposals for 2064 coming
2) Limit Stadium Sizes – The Board will spend time studying the ramification of reducing the maximum size of stadiums, specifically including revenue impacts and issues regarding compensation to any teams that would be requested to reduce size.

Is that all? I was looking forward to finding out what kind of pajamas I was allowed to wear when I read this over for the eighth time trying to it all.
BTW, I really, really like all of these changes. And I'm for limiting stadium sizes.

I can’t believe anyone would trade more than five people. Who needs to trade that many people in one trade? Like there’s no point in that at that point, it’s just musical chairs.
