Obviously the big name is Cihangir Kermal who has a 55 POT. Three who have 40 POT whilst the rest are 35 and below. We got three catchers and pitchers, but no real skill positions except for one center fielder.
To compare I went with Bikini's Monica Green who is poor across all scouting ratings and is being paid $315,000. Here are the fifteen players added to their IC throughout last season:

As you can see, it looks very similar to my table. They have a 55 POT catcher in Antonio Concepcion as well as three 40 POT and a 45 POT as well. They also had a bit more variety in positions with a couple of middle infielders and a center fielder. The difference of annual cash is roughly $700,000, yet we both got roughly the same quality of IA signings. So is this claim a bust? A placebo effect? It's hard to say based off of just one seasons worth of data between two teams, especially as we also had the ratings shift with the transfer to OOTP 26. It'll be something I certainly track as the seasons go on.
