Do we need to add comp picks for unsigned 1st rounders from last year? San Antonio picked Miller at 1.13 and wasn't able to sign him.

Not eligible because he was a comp pick from the previous year's unsigned first rounder. Can't do back to back. It's all in the spreadsheet.

From the Constitution:
After the conclusion of the draft, teams must negotiate and sign their draft choices within OOTP. If you fail to sign a player in the draft’s first round, you will receive a draft pick in the next draft equal to that position. These supplemental draft picks must be signed that year. If not, a subsequent supplemental pick will not be issued for the next draft.
