International complex signing for GBC
I'm getting this message when I try to extend an offer to someone to join Cairo's International Complex, and it is preventing me from making an offer. Any idea what this is about or what is causing it? I'm currently at 11/15 for my International Complex.

I should add, for what it's worth, I just made an offer to this guy real quick to grab a screenshot and noticed that he's probably way out of my price range for just an international complex player, haha. But I had previously tried going for a guy who only asked for a bonus of $36,000 and I still had the same issue.

Its been my experience (since 2053) that the GBC is not eligible to sign IFA's.
