If I am remembering correctly there is an issue with the owner taking the cash away if the GM puts it in too early.
What if the GM has to make the request prior to season start but the funds are made available after the owner can't withdraw it? Like on opening day?
Or is it just budget the owner zaps not cash? In which case nevermind hahaha!

I think it's just budget that they zap not cash. I don't think there's a mechanism for owner taking cash except at the end of the season.

Right. The owner doesn't touch cash.
The "owner" will look at your revenue at the end of the year, and set a budget based on that. Then, in January, after season tickets have been selling for a bit, the owner will project your revenue based on those season ticket sales, and make an adjustment either up or down.
