This was the one thing I was wondering as well, does it have to be the exact same contract or just the same value? Can the matched contract be tweaked in any way? As an example if given a 4 year contract worth $40 Million but layed out like 7-9-11-13 could we instead make it 10 a year or any other combo as long as the total value is the same?

Exact same contract. So, there could be some "poison pills" here, we'll have to keep an eye on that. Don't make me legislate another rule.

Hypothetically... Let's say a team like Baltimore with a 80 million current payroll signs a contract of
year one: 10 million
Year two: 2 million
Year three: 2 million
to a player that a team like Madison, with a 110 million current payroll, drafted?
