Link below that Selig is considering overhauling MLB roster expansion rules. I understand the change, but I don't really see a) the current problem, or b) how the changes would clearly make things better or worse.

Because you can have anywhere between 25 and 40 men up during September, it seems it might be an unfair advantage for teams with more players.

You mean more talent? All teams should have the same number of players. Or are you saying teams that call up 40 players have an advantage over those who call up only 30? In that case, I guess that's true but you don't call guys up for free as you give ML minimum pay (if they weren't on 40-man already) and burn an option year.

And I guess I've never paid close enough attention, but I didn't realize teams could deactivate players with no penalty. It reads like some teams deactivate their 4 starters who are in between games to squeeze in an extra 4 callups.

Guys who were on the 40 man roster in the spring are already getting ML minimum, as I understand it. You aren't burning anything by bringing them up, because they have already lost an option year and are getting paid. You only lose something if you put someone on the 40 to bring them up in September.
