This current/potential thing is an interesting topic. The whole thing seems like a chicken vs egg discussion ... does playing better make you get better, or does getting better make you get better? So it seems like the engine is doing too much of the former vs the latter - which IMHO is not good.
The increase of a current rating to meet the potential rating should come *before* the actual on-field performance benefit. Otherwise, it does seem like the players who the engine determines are getting the bump get a performance surge to justify the increase in addition to the benefit of the actual increase. That's a considerable playing advantage versus other players that have maxed to their potentials already.
The ironic thing is that the newer additions of the off-season development lab seems to reinforce that the current rating should need to increase in order to yield general improved performance. That makes the contradiction stand out even more.
If this was a long-standing issue in the game I think they should wait until OOTP 27 to fix. But if this was something introduced for 26 I do think patching the issue is warranted.
