It’s ok to have some 20 pitchers. They’re still much more effective than position players or exhausted pitchers that are the result of a five-man staff.

I'm not saying that either idea is bad in a vacuum. But they don't work TOGETHER - they're in opposition. I mean, my dog could be a pitcher, too, and he's under 26, but he'd balk a lot.

There are 28 pitchers in free agency under the age of 21. So there's enough to fill out even rookie ball squads. They're not gonna be good, but they're arms. In almost all cases they will be better than pitching position players. Once short A and Rookie leagues start you'll see even more players when teams make roster cuts. Here is the entire list of players that fits: Isikeli Alohalani, Khayyat bin Nasir al Din, and Henry Gibb.

It's hard to find an ideal solution, but I think this fixes the larger issue of fielding a competitive team. I think filling out rookie ball is more important than finding non-prospect 27 year-olds in AA. Teams should be building farm systems that can hold 23-25 year olds in AA IMO. But I see your point - it just doesn't match mine.
Besides, it's stupid easy to fill rookie ball - you can literally do that with anyone. I do like the idea of 11 pitchers (or even more!) but the problem I have is not the number of pitchers but combining that with the age restriction.

Does that not happen in MLB? Is there not "reserve" roster spots in AAA? Its obviously not the whole team, but there is definitely a mix there. And that just means there are/could be AAA-ready guys that are pushed down to AA.
