Yes they become free agents and anyone can bid for their services, with the drafting team retaining rights to match any contract they sign.

Yep. So all 32 BBA teams (and UMEBA teams) can bid on Harsnett in Free Agency. I get the right to match the offer anyone makes on him. If I decline then that team gets Harsnett.
Long story short, Manama loses Harsnett unless they re-bid on him and I decline to accept the offer.

From the Constitution: Each UMEBA team that lost a player or players in the Rule 6 Draft may replace that player with a Rule 5 eligible player (designated in game by "#") from the BBA team that drafted their player in the Rule 6 Draft.

Yeah, but it's the drafting team that causes the loss. And the drafting team who "buys" the topping rights. It's somewhat similar to the posting rules between MLB and Nippon Professional League...a team has to pay a posting fee just to negotiate. If they don't sign the Japanese player, they are still out the fee. I don't see any issues with how it's set-up, especially with how rare it will be for an UMEBA player under contract to be worth rostering in the BBA.

Since the drafting team has right of first refusal on all contracts, there's no reason they shouldn't be the one penalized since they had the absolute right to sign the guy.

Just seems like another obstacle to drafting a guy. 10ppt and lose a player for a guy you may not sign. Just something to keep an eye on.
