44.01 TWC - Assistant GM Mistakenly sends Minor League Offers to hundreds of players

If you want something done right... you need to do it yourself.
GM Scott Piccoli learned that the hard way. After taking a couple weeks leave for personal reasons, he decided to check on the status of the Minor League system and realized that the rosters were only half full.
Fortunately, the players who had been released were only the lower end prospects with little to no chance to see BBA time. Either way, Piccoli gave Assistant GM Juan Martinez a verbal beating and instructed to get the minors back to full strength immediately...
"How?" Martinez is reportedly to have asked...
"Filter out all the all the players 25 and younger while rated 35 or higher... and offer them contracts until we get the rosters full again." Scott replied
Only Martinez forgot the 2nd part of the filter... at least that's what they think is what happened.

Guess who got called into the office again... and then had to spend the next day or so making a couple hundred phone calls to give the bad news to some disappointed young players.
