Answer: They are the only three teams with a lower payroll than the Hustlers $87,265,600.
You read that right. The defending champions, whose only substantial loss was platoon player Juan Mendoza, are sitting pretty with $22 million in payroll room.
There was no lack in trying in signing a couple of prominent free agents. Rumor is that the Hustlers were in big on outfielder Sebastian Fredesso, who ultimately signed with New Orleans. He would have been an interesting fit with a team that has an established outfield trio and an up and coming DH in Carlos Santillan as well. "Too many good players is never a problem," said Hustlers manager Edward Allen. "Things like that have a way of working themselves out." Las Vegas did manage to snag outfielder Roman Gabriel to a minor league deal with a Major League opt out date, and he figures to be a good bet to be the fourth outfielder on Opening Day. In his seven years with Twin Cities, he has proven to be a decent enough hitter with slightly above average fielding prowess at all three outfield spots.
Now ten days into Spring Training, several "big name" free agents remain available. Would the Hustlers have interest in Steven Collins III? Angel Zalapa? Sawyer Slizz? What about those two stud relievers that haven't been signed let (Raini and Lozano)? The next couple of weeks will tell if the Hustlers will indeed add to their riches, or stand pat with ultimate cap flexibility.

You, of course, exclude ten teams in the UMEBA.
Which is OK.
