2038.2: Bad News Bears- Pitching Woes Quantified

The list of glorious things that India has produced from the world is lengthy, highlighted in this author's opinion by naan and the Taj Mahal (in that order). Recently however, a new baseball metric has arisen that has the potential to better quantify the ever elusive question of "what is a good pitching performance". We already have methods such as game score, quality starts and (for the cretins out there) wins, but coming from the city of Mumbai is something called "Pure Quality Start". Below is a translated definition of what the various components are.
"1. If a starter goes more than 6 innings (6.1 innings or more), he gets 1 point. This measures stamina.
2. If he allows fewer hits than innings pitched, he gets 1 point. This measures hit prevention.
3. If he has 5 or more strikeouts, he gets 1 point. This measures dominance.
4. If he strikes out at three times as many batters as he walks (or has at least 3 K’s if he hasn’t walked anyone), he gets 1 point. This measures command.
5. If he allows no home runs, he gets 1 point. This measures his ability to keep the ball in the park.
Five points is the best possible score, zero points is the worst. A range of 0-1 for a game is a disaster; 2 to 3 is decent, or about average; 4 to 5 is dominant."
Taking this definition, lets analyze how the current starters for San Fernando have performed this season. An * indicates they left early due to injury.
Feliciano Rafael: 0*, 3, 4, 3, 4, 5, 5, 3, 4, 3 (AVG: 3.40 total, 3.78 healthy)
Sergei Hopkins: 1, 3, 1, 1, 3, 0, 2, 3, 3 (AVG: 1.89)
Jon Reed: 1, 3, 4, 2, 2, 4, 0, 3, 5 (AVG: 2.67)
Ernie Kinney: 4, 0, 5, 2, 3, 2, 3, 2, 5 (AVG: AVG: 2.89)

What the numbers show pretty much confirms what initial glance shows regarding the Bears this season. Feliciano rafael has been very very good (especially when his injury start is removed), Rookie Sergei Hopkins is young and developing but with a ways to go, veterans Ernie Kinney and Jon Reed have been unspectacular overall but with individual performances varying wildly) and alfredo perales has been just plain bad.
