I thought this was only in the offseason.

You'd know better than me. But I thought it was pretty much any old time.

The rules clearly restrict PP spending to the offseason - the "spending" period - but as this is not a transaction that requires spending PPs I would say it falls under the purview of the Commish.

Well, his financial report says he had 0 cash last year and his revenue, expenses and budget seem to add up with that in mind - which leads me to believe that this wasn't done.
