If you are bound and determined to prevent me from spending money I should be able to spend, then do the following.

edit: made it back from work on time to re-export. this is what i did. Only releasing Olvere cost me anything more than i was already paying. Change these stupid rules in the future please. This was literally just busy work.

There will be no change to the rules. This is quite simple. You have to be under the SALARY CAP- it has nothing to do with spending.
