True, but in the context he was asking for it "prospects and picks" he probably means it in the illegal way.

Yes, you can, once they are signed.
They are no longer draft picks, they become drafted players. Otherwise every player is just a draft pick and nobody is allowed to be traded using that logic.

Drafted players = draft picks.
