im not sure he is in right now, but another few decent seasons should do the trick. An interesting barometer here will be how dave martin does this year. Over similar data sizes (13 more starts for martin, albeit with an extra 180 games out of the pen giving him a 340 IP edge), Martin is already at what i imagine most people consider the low end for wins (182), strikeouts (2256) and WHIP (1.26) consider to be HOF caliber, and yet with how pitchers are used this day and age he might get a bump with that. Rafael also has a Nebraska and being the best pitcher on a Landis winner (plus 2 other pennant winners) working to his benefit.

Martin had a much longer peak than Rafael did, but Rafael was briefly dominant.

If he joined the Mounties in 2041 instead of the Lumberjacks, he would have definitely been a hall of famer
