Should the FPL become an "opt-in", 18 team league?

Yes, it will increase participation rate and allow only those teams who want it to take the injury risk.

The BBA has spoken. The recent FPL poll has 18 yes votes and 12 no votes. SHould the 18 "yes" votes get their own league, with only a portion of the BBA taking the injury risk as well as a chance of development boost? Is this even possible?
