Regardless of whether OOTP changes them in any normal process of creating a new league, those are our settings, and they don't get changed when we adjust versions to the best of my knowledge. If they did, that would create some pretty big issues across the whole of OOTP leagues.
And, again, I note that, just looking at those settings, they make no sense relative to today's MLB environment and do not support the idea that EYE (for just one example you've noted) is falling due to player creation.
These are values Matt can modify himself, and do not/should not get written over in a version conversion.

Bottom line: there is literally _noting_ in our BBA environment that speaks of the current day MLB approach to the game with the exception of bloatware homers (and our homer rate increase is even more massive than MLBs). So, while anything is always possible, I'd look a different direction than OOTP trying to model current MLB to answer why.

Just to check, I went to a test league I created in OOTP 19 under 2018 historical time period. Every one of the Player Creation values does default to 1.000. So yes, the BBA numbers are numbers Matt has determined and entered by hand. They are not OOTP v19 values.

Better test. Create a league in 18. Check all the settings. Import to 19. Recheck the settings.
Even better test. Create the test league in as far back of an OOTP game as you can get your hands on. Check settings. Import one version at a time checking along the way. Im not attempting that hah.
What version was the league file created on? Has the league ever had to rebuild the file besides the obvious 1995 restart?

I don't know what that would test. But it seems clear that ootp leaves your league's player creation modifiers alone when it converts.

It did for OOTP 18 to OOTP 19. But then I went back further and nope. I went back to 15 created a league. imported to 16. imported to 17. imported to 18 and then imported to 19. It did in fact change them. Hmmm. I should not have zipped through so fast as im not sure which version switch f'd it up. Gonna have to do this a bit more carefully.
edit- my bad. I originally said I started in 16. I started in 15.

Interesting...just open the file in each version. I'd love to see the screen shots.
I've done that in many previous versions (put eyeballs on converted files--I used to be kind of in charge of parts of conversions for the FOBL) and I've never seen one change the core settings on conversion. I don't know that I've done it since maybe v11 (?) though. It will still greatly surprise me if they change them as a part of the conversion.

Hmmm. Gotta be all scientific and such. Need to try this a few ways.
1. I think would be what you just suggested. Simply import version to version to version with screen shots.
2. Create. Run a season. Import. Run a season. Import. etc. Since this is how league files in online leagues actually work.
3. ? Any ideas?

It can't hurt to run a season before converting, but it probably doesn't matter.
After you create your first league in v15 (or whatever), you might make a unique change to the PC modifiers just so you know that the version is pushing it properly rather than just writing over a default.

If you find it's not taking them directly, I 100% want to know, because I'll want to report it. This would be a bug that would really hurt a lot of leagues.

well the earliest version that I have a confirmation email for is 11 but I think I had earlier versions. I seem to recall the first version I bought coming in the mail on a cd haha. Wow things have changed.

I started a fresh v18 game, changed all the PC-Mods from 1.000 to something custom. Then imported that game to v19.

The problem seems to be when going from 15 to 16 but I think i suspect it’s not an OOTP thing and it’s more of a my laptop being weird thing.
