Technically, this is Player Expenses vs. Salary Cap. There are ways for player expenses to exceed cap when tabulated over the whole year.

True - it’s player expenses for each year by the salary cap - I can always rename. Do we have penalties for being over 110m? Like a luxury tax?

There are penalties for being over in base salary at any time of the year.
