Got it -- I'd need to test, but I don't think you can exceed whatever you have as a pre-set for the IFA or draft budget. I usually leave it blank allowing me to spend whatever is needed, but can see without a hard cap how that could cause problems.

The hard cap could be like $20M or $30M to still maintain some flexibility with regards to team building approach but also prevent a team from spending $100M+.
If people go over their budget because they spend $20M on IFA it’s not nearly as large of a loophole at least. And it can be accomplished via the game easily I think.

if you went with a hard cap, ideally it'd be 1) high enough to allow teams to meet player demands and 2) low enough that even the worst teams couldn't go over budget.
Also cap allows us to (potentially) trade cap space which could open up interesting possibilities.

We used to do a Rule 6 draft of the (now) GBC a long time ago, but we've since repurposed the GBC to a legit standalone.
There aren't really enough international players for this and it's also not what the purpose of the international players are for: originally the problem was that there was too much cash in the BBA and we were looking to offload some of that.

Yeah unfortunately OOTP doesn't currently have capacity to run an international draft similar to what was proposed in the last CBA negotiation. You could rig something together to make it run concurrently with the amateur draft, but it'd be janky.
If it is, what we could consider is cranking up IFAs and turning off (or lowering?) scouting discoveries, so everyone has to pay for international amateurs.
With a hard cap, IFA cap trading, and IFAs as the sole source of international amateurs (outside of GBC minor league FAs, which I consider different) it could help solve the original issue and encourage teams to spend more.
