But there isn’t any playing time for the 28th-30th guys on a roster.

And if you take that approach, why are there 30 at A and 35 short A and Rookie? if anything, there are less games involved.
I'm not saying we have to expand but to me playing time isn't a factor here.

Then why not have 78-player rosters? Obviously playing time matters at some point. It’s less of a point in the low minors because they’re less production oriented.
