That depends on how actively you manage your minors.

And if you take that approach, why are there 30 at A and 35 short A and Rookie? if anything, there are less games involved.

I'm not saying we have to expand but to me playing time isn't a factor here.

Then why not have 78-player rosters? Obviously playing time matters at some point. It’s less of a point in the low minors because they’re less production oriented. The talent pool is a pyramid and narrows the higher you go.
