Winter League?

I would like to suggest we explore a winter league, so minor leaguers could get some added experience. I don't know how feasible this is within the limitations of the OOTP engine, but I think it could be a lot of fun. How about a league with a 30-40 game schedule running in the winter, ala Venezuelan or Mexican winter league formats. I'd suggest two possible formats:
1) A league in which each team gets another minor league affiliate and can assign any player who is still eligible to be a rookie in the majors to it, limited to 25 players total. League would run only in the winter after the World Series is over for 30 games or so. Possible problem: We may have to rank the league in the minor league system and players may get pissed off moving to or from those rosters.
2) A smaller league along the lines of the Arizona Fall League in which several teams band together and place six or so players on a team to fill out the rosters and they play 30-40 games. Problem: I don't think OOTP can handle this, but I put it out there anyway.
