We do a weighted average for draft position determination. Off the top of my head I'm pretty sure it is 20% of 2 years ago, 30% of last year and 50% of this current year.

It also keeps teams from being victims of their own luck (either good or bad). Ie. MAD won't be as punished for overachieving in their draft position as they'd otherwise be - while OMA/MRQ won't be as rewarded for their underachieving. And, of course (the reason we enacted it originally), it takes quite a bit of bite out of purposeful tanking.
