A simple way to look at the adjustment, and this is my opinion:
OOTP ratings have been radically broken since Perfect Team screwed up the internal ratings system. They are now "fixed".

A "6" contact on a 1-10 scale SHOULD be slightly above average.
A "9" or "10" should be few and far between, think Ichiro or Luis Arreaz, or Rod Carew.
Likewise, a "6" stuff should be slightly above average.
A "10" should be very rate, like Aroldis Chapman in his prime, or Bob Feller, or Nolan frickin Ryan
A "6" power should be slightly above average.

Here are SP and RP Potential Ratings on the 20-80 scale upon conversion. We'll see a good reduction in the number of high potential SP, which makes sense. They can't all be 70 and 80.
I note the RP scale bumps up some, too...which suggests the game is learning that those 40 and 45 relievers are better than you might think.

The quotes around the term "fixed" is probably well made in that the word is doing a lot of work in that sentence. But, yes. The new rating platform (1-550 vs. 1-250) is allowing for a refresh on rating bloat that was opened up due mostly to PT.
It's going to take a little getting used to, but in a lot of cases it might shed some light into why some of those guys everyone bitches about for performing below their ratings are performing below their ratings.

We'll see how this goes. From Ron's graphs it seems like 90% of the players are between 40 and 60.
it lowers the high end and increases the low end....hopefully its a good change,but may make it more of a "stats only" or a "fog of war" type game. Which im probably just fine with...as long as i recognize that.

By that, I mean that after the conversion if you see a "5" rating for a trait (say, stuff) you'll know that the guy is essentially league average at that trait. This is "better" than seeing a "9" stuff thinking that it's good (BBA today, if you have 7 stuff you're very much below average, average is probably between 8 and 9). So the change will make it more obvious simply by looking at ratings where the guy ranks overall.
That said, it will increase the population for which the ability of reading stats vs. sample size will be valuable. All those "5" and maybe "6" players will still have considerable performance differences simply because of the span of ratings...and those differences will be obscured by sample size for some time.
So, yeah ... it will be the best of times, and it will be the worst of times?

The interesting question in that way will be whether the raw ratings will drift again over time. Probably a little, but not as much as they did after PT warped everything pitching and power.
