Just spend right to the cap and try and be profitable so you can increase budget with bonus funds with PP. Not looking at it right now, but when I took over Edmonton I remember them having a pretty limiting budget too. These are things about OOTP that require a tad bit of patience in bringing teams up the curve. On the other hand, boom and bust can be kind of fun, too. And it's good to remember that the goal is fun.

Lol I'm a big fan of the boom and bust. As long as the boom is a Landis. Hate losing in the Cartright. Anything over the $1M. If there is one thing that took me forever (and I mean forever) to learn was budget and finances of OOTP.
I screwed Madison’s up repeatedly but I think I’m getting better. already bumped Portland’s up $4 million from last year and the “way too early projection for 2042” has Portland up another $10 million.
Part of the early “Master Plan” is to not screw up our finances early on. Whoops!
