There is a small weighting to bonuses (though big and essentially unachievable bonuses are generally ignored if you believe Markus and Matt Arnold) , but I don't think they weigh bonuses nearly as much as they should in rality. That's probably okay for game play, but it makes the players kind of stupid. The best players should be extracting far more money from the big budget teams than they do--mostly because they seem unaware that big pools of cash are sitting in that "unspendable" area--which then later goes to writing $30M checks during IFAs or whatever. I think they're railing against large bonuses for easy to reach milestones. I understand that complaint, though I don't really agree with it (or better said, I like the idea of playing in a world where you have these different set of resources and can use them effectively). Any GM in their right mind in our "real world" would be held responsible using all their resources to win, and that "unspent" capital from which bonuses are paid is valuable (and there are risks and downsides associated with stringing out a bunch of big bonuses).
