What is used for salary cap overage?
Is it the player salaries on the HTML?
Is it the payroll on stats plus?
Is it something else?
The reason I ask because it would seem there has to be a better way if it's the HTML. Because honestly, how often is it policed? Something could easily be missed if each individual team wasn't checked each sim.
If it's player salaries on the HTML...then California is over the cap and has been. Are bonus funds being taken? I know when I was over the cap, mine were deducted. I am not calling him out, I am more or less saying that if somebody didn't notice that maybe his bonus funds wouldn't have been taken so is there a better way?
Also, was there every a conclusion on how the board will act toward teams over the cap? Is it a hard cap or not? Will players be released to get under the cap or are bonus funds just taken?

Players in the minors but on league minimum don't make that full salary. I think they have a * by their number. I think you can be over on that page but not be on what you've paid out based on what players are owed. Not sure. I just try to keep the salary page number under $110M just to make my life easier.

The constitution is "right" and the $110M is a hard cap. There are two rules in it that are currently separated in different places--one says there's a fine, and the other says the GM is responsible for staying under and that the commish has the right to forceably change your roster if you do not. While I admit I wish it were different (because I think it's a more interesting rule with just the fine), technically the rules are easy to see as a hard salary cap. The payroll report includes only players who are currently on your active roster (or guys who are on major league contracts on the DL/rehab assignments). The number on your "salaries" page includes all the dollars being given to minor league players on the 40-man roster who have been optioned out. Those players do not count toward the salary cap.
To be transparent, I've been tracking teams who are over the salary cap in a Governing Board thread. I'm expecting that fines will be applied at the end of the season.

The (*) are players in the minors on options. They get paid 16.7% of $500K, but are not included in salary cap calculations.

I wish OOTP actually reported our stuff like we had a salary cap rather than just rely on us to know what these differences were.

It's only guys on min contracts. So guys on your 40 man who are making the minimum but are in AAA. When this came up in the past, I've argued we should use the higher number, and count the full 500k as cap hits. But there wasn't a good one stop shop for all those numbers at the time, and we've always used the active salaries list in the past.

I believe players who are on major league contracts (rather than min-sal pre-arb contracts) remain counted toward the cap. I suppose I could be wrong, though...

That's how we used to do it. I just opened each team's salary page individually on the HTML Reports to check. Granted it takes upwards of 5 minutes to do it that way so I understand the fervent desire for a reprieve.
I hope that's right - big oversight if not, imo.
