There were two fellas signed by Nashville last sim that were able to be signed because the Bluebirds moved $20M of Bonus Funds to in-game cash. This was within the rules as stated, however, since there is no more "Starting Cash" the rule needed to be amended and will be amended as such:
Nashville will relinquish the rights to the two players signed last sim in IFA. Where do they go? Stay tuned for a nice little surprise in the Media Guide.

And the $20mm should be moved back out, right? I am just trying to see if I understand the rules.

Yes, it will be adjusted minus the fixed expenses on the signing bonuses that can't be refunded.
