David Simpson posted a 3.2 WAR in 2057 and -0.5 in 2058. His two yr avg WAR puts him at 1.6. Type B cutoff is 1.55 WAR.

Vaughn had 4.7 and a 0.4 putting him at 2.55 2 yr average. Type B.

None of those players are eligible under the rules set in the constitution.
Free Agent Compensation Picks
Compensation for BBA lost Free Agents will be provided to the player’s former team in the form of supplemental draft picks. Playoff teams are not eligible to receive compensation picks, no matter what type of free agent they may lose. Non-playoff teams that lose a Type A Free Agent will receive a selection in the 1st supplemental round of the amateur draft (between the 1st and 2nd rounds). Non-playoff teams who lose a Type B Free Agent will receive a selection in the 2nd supplemental round (between the 2nd and 3rd rounds). These designations will be based solely upon the WAR totals for said players from the immediately preceding season.
Note: Players who failed to meet vesting requirements or who were willfully declined team options will NOT be granted compensation eligibility regardless of whether or not they meet the threshold. Players who willfully decline their player options will be, though. Players who were traded in the most recent season are not eligible.
Players will be ranked by WAR in three groups: All Position Players, SP, and RP; and these calculations will be based on a two year average. For Type A players a qualifying average two-year WAR is sufficient; for Type B free agents they must qualify within the calendar year and have maintained a two-year average.

SP Free Agent in the top 14%
Position players in the Top 14%
- Type B Designation:
SP Free Agent in the top 15-32%
Position players in the Top 15-32%
RP Free Agent in the top 20%
For purposes of Type designation, a SP is defined as a pitcher who threw twice as many starts as relief appearances in the immediately preceding season.
There is no way a player who had a negative WAR should be eligible for a comp pick. I took a shot and this is what I got. Note that I didn't do a full investigation on players already signed. I have Socrates on here, but it's possible I missed someone.
