2048 PPT Tracker Update Finalized

As noted last night, the final count was extended 24 hours. It's a little early, but I'm happy to announce tonight that the count has been finalized and that several teams made it into the Green.

Also, I have now converted the PPT counter to a 2049 sheet, which you can find here (and which I will link in the main PPT Tracker page).

However, since not every team made it to the line, the following actions are now in place:

BBA
San Antonio: Will be officially placed on a Bailout Plan
Chicago: Receives an official warning, and since they were already on a bailout plan, will have the clock for it reset.

UMEBA
Mumbai: Penalty waived (*)
Baghdad: Penalty waived (*)

(*) UMEBA GMs are expected to hit activity targets. GMs will need to exhibit progress in the future or be subject to replacement.
