GM Changes, UMEBA

A slew of new GMs joining the UMEBA this sim:
Baghdad- Greg Herren (redcup217)
Bucharest- Jim Cox (allenciox)
Beirut- justin schuttenhelm (elkcat)
Cairo- Nigel Laverick (FatNige)
This leaves just Ted with double duty for now and I fully expect we'll fill the UMEBA soon.

Welcome, all, to the UMEBA! Also, my apologies to Jim Cox. I must hate you as the fan base in Mumbai loathed the previous Bucharest GM, despite his short Lemur-infested tenure.
