Draft Order Rule Change + Constitution Update

After considerable discussion, the Governing Board has determined that we will change the draft order rule going forward to provide expansion teams the first draft picks in the original season. From that point on, however, the expansion teams will be slotted per their average victories per season as if that is a three-season number.

The constitution has been adjusted to reflect this, and released as a post on the Forum (the Web version will eventually be replaced with a link to the forum).

Note that the constitution update includes:

• The Draft Order Rule Change
• Official Inclusion of Salary Retention as a valid technique
• The ability to trade drafted players immediately after the draft rather than having to wait until the next off season
• A few wording changes that clarify, but do not change rules.

The last two rules were announced, but not included in the constitution until now.

It is our intention that all future rule changes will be accompanied by a modification of these rules.

Quick question. Not trying to lobby for it either way. Just looking for clarification so I don't try to do something that isn't allowed.

Do the players need to be signed first in order to be traded?


Reason I ask: I've willingly and purposely put myself in a bad spot financially. When the time is right I'm going to start a team news docu-series that will explain why I'm doing this. But long story short, I probably won't be able to sign all my draft picks this season. I know I can toss the top picks back for next year(was my original plan). But since the draft was so loaded, and since we are allowed to trade drafted players immediately... maybe I can trade the ones I don't sign rather then throwing them back?

If you're quick enough, you could sign a couple and trade them, then sign the rest after the trade.
