I think there is a misunderstanding. If you sign someone to a major league contract (say, for $1 million/yr), then I believe you are paying that full million dollar contract even if they are in the minors, even if they have passed through waivers and are no longer on your 40-man roster). it is only the "minimum salary" contracts that you only pay 1/6 of. At least this is my understanding.

i think you pay the entire thing in cash, but only 1/6 counts against the cap. I admit im not 100% on this though.
