Maybe a silly question and something I've missed but why are all players in the UMEBA draft pool Australian?

In the southern hemisphere, the draft starts earlier.

If I recall correctly, which I'm sure I'm not, UMEBA was founded by a bunch of criminals so its a natural synergy.
