A quick glance at the HoF Metrics says Cavazos has no chance. And yet, his case is stronger than that first blush says. You scan down the FIP column as see this is a guy who was never dominant, yet was almost always good. A solid lefthander who kept the ball in the park and helped his teams win. He was durable and dependable, throwing over 200 innings from the time he was 21 through the time he was 31. After than, managers penciled him down for 180 and just let him go.
He led the league in ERA at a 24 yo in Tucson (now LBC), won 17 for that not-so-good team a year earlier, and went 16-6 for the always tough Jacksonville club as a 35 year old before finishing out the string with 16 more wins over three seasons with Madison.
He's probably a tough sell overall, but if you're a guy who admires above average play for a very long time, Cavazos is probably your guy.

Our bar for pitchers is maybe a tad high, but I'd still say no. Just doesn't have the peak of a Hall of Famer. Better than I thought though.

Maybe had he gotten to 225 wins and 3,000 K's he'd deserve a better look but I think he falls short as well. Just better guys who aren't in ahead of him to even give him a serious look.
