Its been my experience (since 2053) that the GBC is not eligible to sign IFA's.

I have a reliever I am looking to convert but he is currently injured with 6 weeks to go, and I wanted to see if his ratings would lump before I convert him.

What is the latest we can do a conversion? The preseason sim? or can we do it in Spring training?
